Im new to photoshop elements when i try to select a tool such as the move tool and move over the image i get the hand tool cursor this happens whichever tool i select .

Even the hand cursor doesn't do anything when im over the image ive got a feeling im missing something simple here.

Any help would be greatly appreciated, thanks in advance John
