I had to run PS 64-bit as administrator and change the scratch disk off my system SSD, but PS no works.
Bridge 64-bit however crashes on startup. Bridge does run as administrator. I moved the bridge cache off of my SSD while running as administrator. The ACR RAW cache is unchanged and in the same location as it is for CS5. I see nothing else in bridge settings that might get a permission problem.
I did not install the 32-bit bridge or PS beta. Only 64-bit.
CS5 all works fine.

I noticed that Bridge is creating a temp file in the root directory of my C (system drive). The root folder is protected for administrators.
The File is
"Photoshop Temp7156653416"
My temp directory is NOT the root of my C drive. Appears to be a stupid bug. Does Adobe actually test things. My machine is Windows 7 DEFAULT permission setup. aka, the root folder of the system drive is protected.

Yes, the temp was created by bridge. I open a file browser window looking at the root of c: (my system drive). I then run bridge as administrator and voila, the temp appears in the file list. When I close bridge the temp disappears. The number in the temp file name changes on each iteration.
I moved "my documents", downloads, music, pictures and videos folders away from the system boot drive, which is an SSD, to a folder on my main HD (D:\UserData). Everything else in my account (Norman) is still directed to the default location(s) (C:\Users\Norman)
UAC, User account control is obviously enabled on my machine.
Also regarding the PS startup file permission issue. Adobe needs to be nicer to average folk out there. Instead of just not running because the default scratch location (c:\) is not available detect a file permission error and bring up the preferences dialog to someone can change the scratch disk location. Better yet, default to the TEMP location, or something that is gauranteed to be writable. Default to *anything* but the root folder of the system boot drive.

I am not sure what you mean here. If you mean did Bridge work initially, then no I don;t think so but I cannot be 100%. Only 99.9%.

I ran the installer and the system requested administrator priveledge for the installer and I checked yes to this dialog.
No I have not tried reinstalling.
Removing MMXCore does nothing.
Don't forget that Bridge is still creating a temp file in my C:\ root folder and this folder is protected from normal users. Only administrators can create a file there. This is abnormal and could be a part of this issue. I stated this in my first post.
I had to "fix" Photoshop to work since it by default wanted it's scratch on the C:\ drive. I ran PS as administrator and changed the scratch to D: and it is fine now. This was also the case with CS5. Adobe has issues with trying to put scratch/temp files in protected folders.

Hi Norman,
I reproduced this issue by a trick on my machine. I made the temp folder(C:\Users\<username>\AppData\Local\Temp) write-protected for current user, then Bridge crashed after launching for a while.
It seems your temp folder pointed to the root of C:\ accidently. Can you run command "set temp" in the Command Line window to see what it output? If it ouput "Temp=C:\", please try reseting the temp folder location and make sure current user has enough permission, then see if the issue is fixed.

My temp folder was created by my normal account, norman, and as such has full access. Yes, I can created folders and file in that folder.
As previously stated, *Photoshop* AND ALL other programs create their temp files in the temp folder. Bridge is the only one I know of creating a temp file in c:\.
I previously had tried adding a permission to the c:\ folder for the normal user, norman, account. It did not change anything. Changing this permission is not a completely "error" free operation. There are warnings trying to add a permission since the operating system has some of the folders in the root directory locked and therefore you cannot change the permission of said folder. i.e. the Windows folder and a couple of others. This should not affect the general permission change of the root itself. I can try this again for you.

After connecting FotoLinse, it truned out his issue is same as yours. On his machine, Bridge also will generate a temp file in the root of drive C. It's very odd. But there is a workaound: Turn off the UAC. Can you try this workaround? and I want to know what Adobe products have installed on your machine. How did you install them? What do you change the user profile?

After more investigation, I think I reproduced the issue. Here is my steps to reproduce the bug.
0) Turn on UAC of Windows.
1) Chang the user temp folder to a new location(Make sure the new temp folder location doesn’t exist), say D:\Temp.
3) Launch Bridge 64-bit/32-bit and browse some images. Bridge will crash.
4) Then I manually create the folder D:\Temp, but Bridge still crashes.
5) If I run Bridge as administrator, it always generates a temp file “Photoshop Tempxxxxxx” under the root of C drive. The phenomena is matching yours. But, by default, a user has no write permission for the root of C drive if UAC is on. So this might be the root cause.
Photoshop also has same issue, but it will pop up an error on launch, not crash.
Did you do similar thing as mine?

Close but not quite.
My moved temp folder already existed before the install of CS6. I moved it a couple of years ago.
Photoshop initially crashed for me, but this was due to the scratch drive being defaulted to c:. Once I ran as admin and changed the scratch preference, photoshop has always worked.

So we have something in common:
- Changed temp folder location
- Bridge always attempts to generate a temp file in the root of C drive.
As far as I know, there are following workarounds:
-Run Bridge as administrator.
-Trun off UAC.
-Reset user temp folder to default location or create a new user account.
We'll consider fixing this in dot release.

Changed from what? What does Adobe think the directory should be? By default in Windows, the path is not a known location. It varies by user Account. In other words, an application cannot know where the temp location is supposed to be so how can it be "changed".
The Windows API GetTempPath informs an application of the temp location. That value is basically a magic cookie. Who knows what convoluted logic Adobe developers use to come up with a temp folder location. No way GetTempPath ever returns C:\.
Workarounds.
Reset the temp folder.
This does not work around the problem, for me.
Create a new user account.
