In the text wrap panel, the four fields inthe top section are the offsets (the little icons next to them show which edge each field relates to. If the chainlink inthe middle is unbortken, they all change to tewither to the same value. Click on the link to break it so you can set each side independently if needed.

I tried doing that but it doesn't move it when I increase the offset with "Both Right and Left Sides" selected in the Wrap To dropdown. It moves an additional line out from the bounding box on those sides but does not increase the space between the text and the picture.

the feint blue line you can see on the right side of your text frrame... thats the text wrap you've applied. As jmlevy has pointed out, you applied the wrap to the text frame and it should be on the graphics frame.
