Clicking link in PDF file, no result (not open a web)

I am using Adobe Reader 9, Windows 7. When I click the links in this web page

(http://www.cityofpaloalto.org/civica/filebank/blobdload.asp?BlobID=258 27),

there is no respond action opening a web page.

But, in another computer (Vista OS), clicking on the links will open web pages.

What should I do, thanks for your help.

It's possible that website was (accidentally) blocked, or that all websites were blocked.
Try this: Go to Edit - Preferences - Trust Manager. Click "Change Settings" in the "Internet Access..." section.
Check what the settings are there... If "Block all websites" is selected, change it to "Let me specify a list...". Also make sure that this website is not in the list of blocked addresses.

Yes, your solution works. I changed the "Access outside webs" option from
"Custom Setup" to "Allow Adobe Reader access outside webs". (something
likes that, not exact in wording.)

But, another issue comes up:

In the web page: http://bulk.resource.org/codes.gov/
when I right-click a PDF name in the left side of this web page and select
the option "Open web page in a new Tab", then one empty new Tab comes up,
but, the PDF file is downloaded into the Firefox "Download Window", the PDF
file is NOT opened in the new Tab.

I can open the downloaded PDF file from the "Download Window" using Adobe
Reader (not inside the Firefox Browser.)

At least, I could access and get PDF files now.

Please see if the Adobe Acrobat PDF plug-in is enabled in Firefox. (Tools > Addons > Plugins)
Also, check if the "View PDF in browser" setting is checked under Edit > Preferences > Internet panel within Adobe Reader.

I done all of these two settings. But, the result behavior is the same.

If I use another browser, the behavior is correct. So, I think this is
mainly the Firefox browser problem.
