Touch Screen Automatically Reverts to Hand Tool?

I am using Photoshop on a PC with WIndows 7 and a touch screen monitor. I had no problems in CS5 using the touch screen as an input device with the brush tool, but whenever I try to do this in CS6 it automatically reverts to the hand tool. Is there a setting I can activate to make Photoshop operate with the touch screen beyond the hand tool? I appreciate the help!

Is anything holding down the spacebar key?

No, and I even tried pressing the spacebar key to see if it was stuck.
