Can I set text within a .jpg to create outline?

I have a .jpg that I am trying to turn into camera ready art - either an .eps or .pdf, and it needs to be a vector file, and I need to convert my text to outlines. The text is within the .jpg. When I go to Select/Select All, it doesn't select anything in the .jpg, so then when I go to Type/Create Outlines - Create Outlines is not available for selection. What am I doing wrong???

    A .jpg file is a raster image file, as such it contains no vector elements. You would need to reset the text in AI and place it over the existing text.

    Mrs Trieberly,

     

    Illy is quite unable to process a raster image in such a way: to her, it is just a rectangle with inaccessible contents. If you use Live Trace, she can discern the pixels of different colours and create vector paths along transitions/changes in these colours, but that is probably of little use to you, the result being rather crude, mostly useful when a photolike appearance is desired.
