Re opening Premiere elements

I have down loaded Premiere elements 9 not trial verion Installed it try to run program and all I get is ERROR 1 Cannot open Program

    Please attach the error screenshot and the exact error mesage along with you system info, as already stated by Mylenium.

    Did you have a previous version of Premiere Elements installed on your computer? If so, can you uninstall by checking the "Remove Preferences" during install?
