You're using Premiere, not Premiere Pro.
That's the way Premiere looked.
Your screen shot says Premiere, not Premiere Pro

According to the posted image, different from Premiere Pro.
Ah, that is an inset from PrPro. I thought that it was the Program Monitor, showing an Asset.
Now it makes perfect sense.
