As a long time user of PSE3,I have accumulated quite a few add-ons over the years such as Hidden Power, Grants Tools and other miscellaneous plug-ins.
This year however my son decided to bring me up to date, gave me PSE10,and so I'd be interested in forum opinions on the best add-ons for my new software - both free and paid for.

Neither Grant's tools nor Elements+ has those kinds of special effects you're looking for. (The link for E+ will lead you to its online help which will thoroughly explain what it can do.)
If you search the Web for
photoshop plug-ins
photoshop actions
you'll get several million results. Just be sure the plug-in or action specifically states that it will work in PSE. We can give you some pointers about installing them.

I guess the two most important things are to keep looking around for new ideas, and not purchase an add-in unless you can't find a free one that does the same thing. It's real easy to go nuts and install a whole lot of stuff, but every additional add-in does eat up some computer resources, so my advice is to only install things you really need. (I just wish I would follow my own advice....
)
I tend to look for something that will solve a particular image problem, like making a featureless white sky transparent, or getting rid of powerlines, etc.

Enter in the search box the effect you want, for example "sparkles".
Even though the exchange is named Photoshop, many of the add-ons work with Elements as well. For example I have the brush set "Skip Star Sparkle PS6" which can be downloaded at

The description reads "Compatible product(s): Photoshop 6.x" but the brushes work in PSE.
