Do develop settings applied in ACR show up in Lightroom 4?
Develope settings applied in Lightroom 4 do not appear in Bridge......
Are they the same "devlop settings"?
ACR setting will show up in Lr when you import them via the Read Metadata from File command (Metadata>Read Metadata from File... menu item). Develop settings from Lr need to be saved to the file before they are visible to Bridge (Ctrl/Cmd+S or Metadata>Save Metadata to File menu item). Remember to slect the relevant files before using the menu command or shortcut.
Yes they are the same settings, although not always a direct match (see below for matching settings).
Lr 2 = Camera Raw 5 (CS4)
Lr 3 = Camera Raw 6 (CS5 and CS5.5)
Lr 4 = Camera Raw 7 (CS6)
The new Process Version 2012 develop settings will not be available in any version of Camera Raw prior to version 7. Therefore, images sent from Lr4 to CS5 or earlier will be converted to PV2010 or earlier. If you want/need a direct 1:1 match you'll need to upgrade to Photoshop CS6 when it ships in a few weeks.

I thought that ACR 6.7 will able to interpret PV 2012. The only drawback in ACR 6.7 will be that the new PV 2012 settings will not be changeable in the ACR GUI. And this is already the case for ACR 6.7 RC (with a few rendering differences compared to LR4).
