Viewer Builder: Newsstand Options

Creating a new multi issue with entitlement and iTunes subs app in Viewer Builder.  I have reached the Newsstand section but all the options are greyed out, I cannot select the first check box "enable Newsstand".

 

I can bypass this section but I do want to be in Newsstand.....any ideas as to why I am not getting these options?
