i am currently using design premium cs5, which i upgraded form cs4 which upgarded form cs3
all middle-eastern version. can i upgrade to creative cloud or normal design premium cs6

Adobe doesn't have Middle Eastern versions of their product now. Someone else creates them under license. Adobe to the best of by knowledge doesn't support the programs. It used to be distributed in the US by Font World. It is now being distributed by someone else:

I've been an ME reselller for a number of years and I'm very familiar with the state of things.
Until CS6, Winsoft did the ME work and handled all the ME distribution, but their license on everything except Acrobat 10 expired. They no longer develop or distribute ME. It's all done by Adobe now.
Right now the distribution of ME outside the Middle East is a bit of a mess, but I expect that to be resolved soon...
Photoshop got ME typing abilities...

That explains why ME text capabilities are built in as a selectable text option in CS6.

Photoshop CS6 does support Arabic (and Hebrew).
It's the same in the final release as it was in the beta.
