Can't Complete Download Because Internet Explorer Needs to Be Closed

I go to download the flash player it installs to 50% and says the following programs must be closed in order to continue: internet explorer. I close internet explorer and click retry. It continues to say internet explorer must be closed even though internet explorer is not running on my computer. I've tried to close out of the download and retry it 3 times. I continue to get the message telling me to close internet explorer and it won't finish downloading. I've even tried clicking on the download link closing out of internet explorer entirely and clicking run without interent explorer running at all once the download begins. I still get the same message. What is going on here?

Check with Task Manager (Processes tab) that no iexplore.exe process is running in the background.

Also check that no messenger apps, Skype, etc. are running.
