PPro CS4 Pauses Before Operations

Until recently, Premiere was working perfectly. Now it pauses for a few seconds before I can Open a Prpject or Create a Project or Import a File. Also it pauses for over a minute before Adobe Media Encoder begins to encode anything. But, why? Why?

AMD Phenom 9600 Quad Core, 2.3 GHz, 3.25 GB Ram, Windows XP pro. I just exported a 15 second avi. It took Media Encoder 9 MINUTES to start the encode, the it took about 30 seconds to perform the encode. And regardless of my system, this never happed before a month ago.
