I'm guessing you have some symbols in a file name somewhere. Most likely an & or /\. Those seem to be culprits in our workflow. We have clients that supply images with a slash in them all the time. If you want to find out if it is an image quickly, try packaging the job nd see if all the links copy, if you get an error, you can figure out what image.

I am also having this issue. I checked all the file names and they're all fine, no special characters. Any help would be super.

You have to check the whole path not only the file name.

Look for anything really long, any symbols, or such. its there somewhere just hard to find sometimes.

I was getting this error too, and I think it may be because the HTML file I was linking to was in the same folder as the INDD file. When I put the HTML file into a sub-folder, it seemed to work.
