I have been using adobe premiere elements 9.0 on a window 7 system with an i3 processor and 4 gigs of ram on a dell latitude laptop. When editing or viewing an involved project the software will just stop working and shut down. It is doing it more frequently and even twice while rendering the video. Is this a software problem or is my laptop not high end enough>?
1- how much free space do you have on your (single?) hard drive?
2- what are you editing?

What CODEC is INSIDE that file? http://forums.adobe.com/thread/440037
.
Report back with the codec details of your file, use the programs below... a screen shot works well to SHOW people what you are doing

If you have a red line over the timeline after importing a video and before adding any effects... your project is wrong for your video... read above about codecs
.
Once you know exactly what it is you are editing, report back with that information... and your project setting, and if there is a red line above the video in the timeline, which indicates a mismatch between video and project

How much free, clean, freshly defragmented space is on your C drive?
What model of camcorder is your video coming from and what format and resolution is it?
When you started your Premiere Elements project, which settings did you select? If you've selected the correct settings for your video, there will be NO red lines above your clips when you add them to your timeline. Is this the case in your project?
For crashing and hanging of PrE, I would start with this ARTICLE, which begins with a checklist on setting up one's computer for running PrE most effectively. Then, it goes into links to help one tune up their system, and their OS, and finally, lists links for troubleshooting. Some of those links also appear in John T's list above.
Good luck,
