Here I reduced the layer opacity to 66%, and using a black brush hid the red color over the license plate

Much easier way to color a B*W pic...thats if you have the picture you want already in the color you want. PSE > Under Edit mode...GUIDE then scroll to the bottom >Click Style Match, it will double your pic both in there own window..side by side add any type of b&w pic from google or wherever then>transfer tones and all your pic is b&w form ..use the sliders to adjust the clarity,intesity and details if you want....then > click the style eraser and erase over top of the part you want colored...you make an error no worries .....use the style painter brush to correct it. HTH..
