Is there any setting that will freeze the movement of the Mr Mercury effect. I would like have the blobs shoot out then stand still so that I can animate the blobs by key framing the Velocity and Gravity.

Mr Mercury is a combination of a particle system, a blur mapping system, and a threshhold system that passes the blurred blobs on to a sharpening system that also maps the reflection image back from the grayscale created by the blur routines.
You can fake all of that by stacking up similar filters.
You might also research paint, splash, and dripping tutorials. Most of the best effects in AE are combinations of diverse and non-intuitive effects and simulations.
1. How did you come to know how Mr. Mercury was put together?? You must be very good if you figured that out on your own, ---I have such a long way to go.

OK, I see the similarity of the look of the flowing particles system to the look of Mr. Mercury, but just as with Mr. Mercury, you cannot stop/freeze the particle movement. at least not with the particle plugins that come with AfterEffect. The look that I am trying to achieve is similar to the time freeze effect used in the Matrix movies, where and action is freezed or slowed way down and the camera pans around. If you adjust Mr. Murcery and the particle system while its stopped that kind of look simulated

I'll try downloading a trial version of Particular to see it that has the ability to Freeze animation. Otherwise I think that you are correct in that it will need to be a 3D program effect.

If you slog thorugh enough tutorials over 15 years of trying to make this thing work they way you want it to, you eventually run into a bit of everything and some of it is illuminating.
If you want to do bullet time effects, look up that term in the many htousands of AE tutorials. To do that with a 3D scene probably requires a 3D particle system from a thrid party. Apple's Motion does interesting 3D particles and there are some tricks to freezing them. But I stopped using Motion a long time ago.

It's actually simple to figure out. As David said, there's a million things you can do with convolution kernels (blur/ edge detection). See some of those examples for creative blobbiness:
