Yes. Just see http://www.adobe.com/support/programs/developer/incidentbundle/.
I asked the InDesign technical support for help. I am told that the SDK is supported by Adobe Server Support team and i have to [buy] the support plan if i want to get help from them.
I'm pretty sure you can purchase support for a single incident for a reasonable amount (I think it is either $140 or $200), so do not feel obligated to purchase a support plan.
