Hello everyone to my issue.
I am working on a project and as I playback my timeline, I am unable to watch the video. It either gets stuck on the first glimpse of the video, or the internet tabs I open get stuck inside the playback.
What do I do?

-The source of the footage is from VLC media player and in a .mov
-My playback has worked before, but not accurately. It would be slower than what the sound was, and might freeze a little before jumping to where the media and audio belonged.
-I'm not sure of the quesetion in the first forum you sent where it says "What other software are you running?" Are you talking about software in general or software similar to PE10?
-My computer hardware has 67.2 GB in disk with an additional 2.02 GB.

We need to know a lot more detail about your computer, your video footage (screenshots from GSpot please), how you got it onto your computer whether you have red lines across your timeline, your project setting, and more. So work through this Got a Problem? How to Get Started as well.

You still haven't provided most of the information requested in Replies 1 & 3, without which advice is pretty much guesswork.

Try creating a new project using the DSLR> 1080p> 1080p24 and import your clip to that. In timeline view does it still show red lines the length of the timeline immediately after adding the clip?

One thing is for certain, a Pentium 4, 3GHz machine is not powerful enough to play back high-definition 1920x1080 AVC/H.264 video smoothly. It doesn't matter which project you put it in. Come to think of it, you actually need a red line so you can press Enter to get a green line and an easier to play MPEG-2 proxy file.
But really, a much more powerful computer is needed, one with an Intel i7 or i5 processor. I would go with the i7.
What is your video card/chip?
What is the installed video driver?
In general, one can go to the mfgr's. Web site, download and install the latest driver (read the instructions). If one has an HP, Lenovo, Dell, or similar, then they may need to go to the computer's mfgr's. Web site for the latest driver, as they often tweak the drivers from nVidia, or AMD/ATI, and one should use their version.

Not saying anything new here; kind of summarizing the information. You mentioned that in addition to PrE not being able to play back, the videos in your browser also struggle to play back when PrE is running. This indicates that either the display driver is bad (or at least the part of the driver that is used commonly between PrE and the browser does playback). And/Or the CPU is not powerful enough. Check the CPU usage when the playback is attempted. You can see this in the Task Manager when playback is going on (Press Ctrl+Esc and set the option to "Always On Top" in the Options Menu of the Task Manager) And as mentioned earlier, Pentium (I think you mean a P4) is not nearly powerful enough.
