I am trying to creaet a form in Acrobat X. I create the form and add 3 signature fileds. I turn off all security and then save as a reader extended pdf. When I reopen the document in X or reader 9.3, the signature field is locked by security and it will not allow the form to be signed. The rest of the form is fine and I can fill out and save.

It looks like you may have used Acrobat Standard, as opposed to Pro. Unfortunately, Standard does not add the digital signature usage right like Pro does.
The issue is with the Reader-enabling (extending) process. You can add signature fields with Standard, but they won't work with Reader even if you Reader-enable the form with Standard. So what you need can be done with Pro, but not Standard.
