Cannot open "Full Photo Edit"

I have just downloaded PSE10 onto my Mac (via disc) and I cannot open "Full Photo Edit".  I keep getting a message saying "Could not open a scratch file because you do not have the necessary access privileges".  The reason I bought Photoshop was to edit my photos more fully!  Does anyone know what this means and what I need to do please!?!

    Did you install/ are you running from an admin account?

    This is simply because, the prefrences file doesnt have full permissions

    In order to give permisisons, check whether you are logged in with admin rights or not

    If not then give full permission on the folder mentined below :

     

    Users\[username]\Library\Preferences\Adobe Photoshop Elements 8 Settings\

     

    If it does'nt resolve then try creating admin account and loggin in to that
