I wish the registrant be able to pay using PayPal or submit his payment via mail. Can this option appear on one form?

Yes, its possible but it is a little tricky...

You add a choice field that asks for the respondents method of payment - PayPal or check via mail.
For the items the person is buying make 2 sets of fields that are identical.
Setup show/hide rules on each set of fields - the first set will show if PayPal is selected and the second set will show if check via mail is selected.
When you setup your PayPal purchase fields map them to the first question.
If users select the PayPal option, they will be shown the PayPal purchase fields and be taken to PayPal.
If users select check via mail, they will be shown the check via mail fields and taken directly to thank you page when they click proceed to checkout and never see PayPal.

Thanks for this. I may take a look at it later. At this point I ask the
question at our website so that the right form is presented.
