Choppy movement when rendering to PAL

I'm working in premiere Pro CS4. I have a project that was originally shot in 1080i at 29.97fps (on a Sony Z1U). I am currently doing a render in PAL in order to take it to Europe, and the movement keeps coming out choppy-- I assume because of the difference in frame rate between NTSC and PAL.

 

I am rendering it out to MPEG 2 in order to burn to DVD. Any recommendations on how I should do my settings in order to smooth out the movement?
