image wrapping

I placed an image in a text box and set it to have text wrap around it.It didn't seem to matter what I did, it never wrapped. Is this a bug or is there something I should be doing besides selecting the image, setting it ot wrap and adding padding?

    Could you try the following steps:

     

    > Have both the textblock and the image on the page.

    > Select the image.

    > Edit > Cut.

    > Double click the textblock to get it in edit mode.

    > Place the cursor in the text where you want to insert the image.

    > Edit > Paste.

    > Select the image and then play with the settings in the Wrap panel.

     

    PS: Do not move the image around manually - just use the Wrap panel settings.

    The image just moves right and left with the wrap buttons, the text doesn't wrap,

    stays above and below.
