My ISP charges me if I go over 5 GB a month I'm sure other people have the same issue
this is my concern about cloud computing and I know Windows 8 will be cloud-based
is there communication going on all the time between your desktop and the cloud when you're using Adobe's cloud-based apps?
I don't want to pay Adobe for a subscription and have to limit my bandwidth so I don't have to pay my ISP more money if I go over, see the vicious circle am talking about.

No.
The Cloud apps phone home once a month to check your subscription is up to date. That's all. The rest of the time they function just like the normal, perpetually licensed, boxed software.
Other than that the only data transfer is when you upload or download files to or from the Cloud.
