I am not able to move layers around on my layout once I have selected them. What could be wrong?
No, it's not the padlock. This problem is something I haven't experienced before. I created a "new" layout from the "File" menu and had also created a new layer to be able to trace over a photo in another window. I then tried to drag the drawing to my new layout but it wouldn't drag. The only way I could get it to the new layout was to drag the layer directly from the "Layers" window but I wasn't able to drag the layer around on my new layout.
I cannot move the layer from one document to another using the move tool but I can drag the layer from the layers window. I cannot move the layer around in it's own window (or document) and I cannot move it around in the window (or document) I moved it to from the layers window.
I'm not sure why you can't move it without having your file, but if your layer is not larger than the window, try this workaround, select all (Ctrl + A) and press Ctrl + J. this will create a copy of the pixels on a new layer. Hide or delete the original layer. Try moving the new layer.
Have you installed all the lion updates and photoshop updates?
Reset the photoshop preferences?

Are you trying to drag the layer icon from the Layer Panel to a tabbed window?
Try dragging from the image area. For some reason, not yet fixed in cs6, Adobe won't let you drag from layer panel into a tabbed document. Frustrating.
I have tried it both ways, dragging from the layer panel and directly from the image. I am using cs5. Here, though is what I recently discovered. I decided to uncheck the "auto-select" box and it works! Of course this also means I can't just click on the image and my layer will auto select. Go figure.
And, yes I have downloaded all the updates for Lion and for Photoshop. If you have any thoughts about why this works this way I would love to hear it!
