How do I fix cropping tool

When I start to crop, the arrow is at an angle and I cannot make box size and position I want.  When I try to adjust sides, arrow is at an angle, and again, cannot move side horizontal or verticle.  How do I get tool to work as it used to?

    PSE version?

     

    In general, when you have the Crop tool selected, click on the small downward-pointing arrow at the left of the Options Bar and select "Reset Tool".

    Thanks, problem fixed.

    Actually I had set the height and width bars,

    and when I unset them, the problem ceased.
