Reinstalling Elements without CD

I migrated Elements from my old Mac to my new Air, deactivated it on the old machine, but still got a message telling me to uninstall then reinstall it on the new one. I uninstalled it but do not any longer have the software CD so I reinstalled it from my Time Machiine backup and got the same message. I still have the old machine. Can I migrate Elements from there again, even though it has been deactivated, and get a clean install?
