i have installed adobe flash over and over it says sucessful but when i go to use it ,it says please

ActiveX Filtering does not affect performance; it will either allow ActiveX controls or not, Internet-wide, or per site.

I am having the same problem.  Installing Flash player over and over again but when I go to use it for a game, it says updated version required.  I have windows vista and ie8 or ie9 not quite sure.
