It sounds as though you may be getting mixed up with Adobe Application Manager and Adobe Download Manager(!) - the Application Manager can be downloaded directly be logging into http://creative.adobe.com and then on the right hand sidebar click on the Apps and then the download link.
The purpose of the Application Manager for Creative Cloud is to download and install all applications that full under the Creatve Cloud system - at the momen that stands at 16 applications. Indeed, you can't uninstall applications through it (for Mac users, to uninstall individual apps you'll have to go through to Applications -> Utilities -> Adobe Installers).
