There are two ways Reader can attach documents to an enabled PDF, either as normal file attachments or as comments. The latter can be enabled with Acrobat or LiveCycle Reader Extensions, but the former can only be enabled with LiveCycle Reader Extensions. It is not done through the security settings in any case.

Can you elaborate on this? I need to attach docs in 10.1.3. I can do so in version 9.5, and see the attachments in 10.1.3, but I cannot attach in 10.1.3...

Can you describe the specific steps that you're using to attach documents with Adobe Reader 9.5?

Sure, click on paperclip, choose add button, browse for attachment, save.

actually... I just uninstalled 10.1.3, reinstalled 9.5, and the add button does not appear. The computer with 9.5 on it that does allow for attaching must be on a full version?????

Can you confirm that you're using Reader to do that, as opposed to Acrobat?

Yes, it almost certainly is the full version (Acrobat).

OK, that's the reason for the difference you're seeing. You can enable a document for commenting using Acrobat 9 Standard and Reader 10 will be able to add attachments as comments. To do so in Reader, select "Comment > Annotations" and you'll see the "Attach File" tool. It looks like a paperclip.

we have "reader 10", the paperclip does not have the asd button. Is it Reader 10 STANDARD?

There is no Reader Standard. There is Adobe Reader and there is Adobe Acrobat Standard and Adobe Acrobat Professional. Adobe Reader is a free program, Adobe Acrobat is a commercial product used for creating pdfs and adding enhancements to alreadly created pdf files.
