Where we are looking at having as many as 20 Cloud subscriptions on our premises, is there a way (and are we permitted) to store the installers on a server so we don't need to download them over and over for multiple users?

Adobe is preparing a Team Ready offering which will be exactly this. You can currently purchase a TLP volume license to Master Collection CS6 with the ability to transition to Team Ready once available (later in 2012).
