It's easiest to do it in an image editing program.  This took a minute in PSE:

I used Photoshop Elements 10.  It has a lot of ready-made effects that can be applied to an image.

You can use a Layer style from the layers Menu bevel and emboss in photoshop you have to make the layer transparent by double clickinbg the layers name in PS.

Yo also have to remove the white backgorund once you have the layer transparent and you might want the do the red and orange elements on separate layers as well.

    In PSE10:

    1. Use the Magic Wand to select the red text.
    2. Use the Selection Brush to paint over the extraneous areas the Magic Wand selected, removing those areas.
    3. Duplicate that selection onto its own layer.  (The background of the selection will be transparent.)
    4. Apply the "Wow Plastic" effect (red).

    That "Wow Plastic" effect uses:

    • A Drop Shadow (which I removed).
    • An Inner Glow of 8px and 50% opacity using a dark red colour.
    • An Outer Glow of 23px and 60% opacity using a lighter red colour.
    • An Inner Bevel of 8px.
