For MAC OS X Lion
I tested "Khmer Unicode" with Adobe Photoshop CS5 and it works fine but about Adobe Premiere Pro CS5 / CS6 does not work correctly.
Can you help me please?

Pardon ma Francais. Faites tout les titres dans Photoshop seulement. Il est possible que vous ne devez "Rasterize" avant importez le PSD à Premiere Pro.

Make all titles in Photoshop only. It's possible that you'll have to Rasterize the text before importing into Premiere Pro.

I found a font that I like and appears to be correct with Photoshop (downloaded "Nida Funan"). However I don't know much of Photoshop and can't find if it's possible to put a shade on the characters like in PP Titler. I usually set fill color in white or yellow and put a black shade.
Yes, and thanks to your wording (I was looking for "shade" instead of "drop shadow") I found the way and already made some titles with Photoshop. I had problem with the rolling credit list but created a 1920 x 6480 pixels image and made it rolling with the motion effect .
By the way, should I put the pixels/inch at 300 or less in Photoshop?
