When I use the outine tool to cut out a portion of a picture it locks up, is this a program problem

Working in photo shop 10, when I use the outline tool as I am outlining the picture to cut and paste

the screen drops down about one inch and locks up. Is this a Photo shop problem or a HP computer problem?

Sorry, but I don't know what the outline tool is. Are you using the lasso tool? There is a bug in the lasso tool in PSE 10 windows, explained here:

See post 7. I would just use another tool--try the quick selection tool, for instance.
