Yes, that's just how it is. PDF is first and foremost an appearance-centric delivery and distribution format. It wil ldo anything to make your stuff look pretty liek embedding fonts or converting stuff to outlines, but that also means it does not always care much for retaining an editable structure and you should not expect to use it as an intermediate format to exchange data with otehr people, if you wanna edit it...
When you have a PDF and click the tool bar to change it to a word doc. to do that is was $20.00 and now it's a jumbled mess, misspelled word, and everything and now trying to correct all that mess.
I sent in the form but it kept getting an error on the original file
