Flash is installed but isn't recognized

I've installed and reinstalled flash on my computer. I'm using browser: Internet explorer 9. But for some reason it isn't recognized, meaning when I try to go to youtube or other sites that use graphics, it just gives me a black screen. I've tried all of the steps on suppost page http://helpx.adobe.com/flash-player/kb/flash-player-games-video-or.html but it doesn't seem to help. When I go to the control pannel and find flash player on it then go to advanced and then click on "check now" in the update version, it sends me to this web page https://www.adobe.com/software/flash/about/ and I can see the writting in the box but when I go to another page (like youtube), I again get a black screen or nothing showing up (white). How to fix this problem?

The flash version is 11.2.202.235. I went through all the solutions given in http://helpx.adobe.com/flash-player/kb/flash-player-games-video-or.html and it didn't help. Also for some reason when I went to the instalation page it wouldn't give me the bar on the bottom that asks if I wanted to run or save the file. I had to manually install it from this web page http://helpx.adobe.com/flash-player/kb/installation-problems-flash-player-windows.html and when I clicked on the 64-bit Flash Player for ActiveX (Internet Explorer) it only installed the ActiveX Version and not the plug-in that goes with it. It is only when I installed also the 64-bit Flash Player Plug-in (All other browsers) that the plug-in was also shown on the Flash Player Settings Manager under Advanced tab.

Another thing is in the Control Panel when I type in Flash Player in the search box it shows that it is "Flash Player (32-bit)". Even though I installed the 64-bit.

I have tried it already and it shows that Flash is enabled but it still doesn't work. And the weird thing is when I go to through the Control Panel and click on the Flash Player and go to the advanced tab and where it shows which version of Flash that I have, if I click on the "check now" near the versions of the plug-in and ActiveX versions, it sends me to this page https://www.adobe.com/software/flash/about/ and it shows that it works but if I go to another page like youtube or even to the same page (just copy the address into another blank tab) it will show me a blank screen where the box is supposed to be with the version information.
