Freeze at a frame for UI controls

I'm making a flash book/slideshow type document and I have a motion tween moving a title into a page. It ends at frame 24, and I want to freeze the entire document so you have to use UI to go to the next page. Help on how to do this would be great, I need to figure it out to hand in my project! =D

    on frame 24, assign your stage frameRate property to be zero.

    I know the code to change framerate but what command would I use to call the action at frame 24? Giant noob at actionscript etc.

    Oh my nevermind. Stupid question. But if you do come back could you possibly answer how to make it so when I publish the file it doesn't just grab to top left hand side of my scene? I set it to export to the right size but still does it. Just takes up more space.
