I purchased Encore CS6 included withing Production Premium Suite upgrade, and the library contains not assets. Note, I did not have prior version of Encore and the upgrade was possible as a result of my owning Design Premium CS5.5.
I have followed Adobe support instructions for missing library content at http://helpx.adobe.com/x-productkb/multi/library-functional-content-mi ssing.html with negative results.
You should be able to find the additional content at https://blogs.adobe.com/premiereprotraining/files/EncoreContent.zip.

You are referring here to the Premiere title templates? It does create a long list of file (and folders), but they appear to work.
What happens when you go to Title - New Title - Based on Template?
Wen you install the Premiere tiltle template as described http://helpx.adobe.com/x-productkb/multi/library-functional-content-mi ssing.html and then select in Permere CS6 Title > New Titile > Based on template and then select one of the new titles you title will look like this:
The Premiere download content has red and green stripes... among other problems.
Yes sorry Got a little mixed up. Really annoyed with Adobe at the moment.
Well the new files just do not work correctly. They all have thick red lines across the frame. I can see a title in the background though.
Also the drop down template menu will not display correctly as per image everything listed below the General folder (highlighted) will not function/open at all.
It almost looks as though some Encore menus are mixed in. But it was the Premiere folder that was opened. In fact all but the few folders that did install have been removed so where all this extra stuff is coming from I do not know.
Mind you I only paid Adobe £900 for all these upgrades!!!!

Just to let you know that on my cloud encore cs6, the "official" download files only installs menu templates... no buttons, etc.

This appears to be true with all the program installers. Since it is so very different from previous versions (either no library or the whole thing), I have wondered if this is "by design" - that the standard installation will install only templates, and the optional functional content will install all the elements.
The latest update http://helpx.adobe.com/x-productkb/multi/library-functional-content-mi ssing.html disk customers has gone backwards. The content for Encore and Premiere are back where we stated. Then Encore Library and Premiere menu templates are at minimum.

So did I; just as you did. Unzipping and copying (or pointing Encore),
However, the Encore file that was up was no longer there when I tested the download on 6/9.
The file now is named Premiere, but contains the Premiere and Encore functional content installers. But it is the April 9 versions, that only installs Encore templates, not separate buttons, etc.
