"Need Disk" error when reinstalling CS5

I tried to install my purchased CS5 on a new computer, but I get an error message saying I need to insert the Design Standard English disk.  I re-downloaded the program files, so it should not be missing any files, but it still gives me the same error.

    Where are you downloading from?  When do you receive this error message?  Which operating system are you using?

    Are you downloading or installing?  From what you are describing it sounds like you might be in the middle of the installation process?  If so then I would recommend downloading a new copy of the install files from your account.

    Have you already installed it twice on this same computer?  If so what prompted you to reinstall it again?  If not did you have any other Adobe software installed previously on this computer?

    Are you sure the copying process is being completed before you eject the USB disk?  Are you choosing the eject option?  What format is your USB drive?  FAT32 or NTFS?

    Are you going to Computer and right clicking on the drive and selecting Eject prior to disconnecting.  FAT32 should work ok but if you don't have anything else on the drive you may want to try NTFS.
