I cannot run either After Effects or Illustrator; keeps giving me a uninstall and re-install error 5 pop up

And on what system? What versions of the products? You need to be more specific.

I have windows 7 and have CS6 Production Premium

Error 5 is related to the entries in the database files for Adobe.

Please follow the steps in the Kb article :- http://helpx.adobe.com/x-productkb/policy-pricing/configuration-error- cs5.html

If incase these steps doesn't help then follow the below mentioned steps:-

1) Uninstall "all" the Adobe Application.
2) Run the Cleaner tool , here is the link to download the cleaner tool :- www.adobe.com/support/contact/cscleanertool.html
3) Make sure these folder are removed , if they are present delete them manually
          a) C:\Program Files \Common Files\Adobe\Adobe PCD
           b) C:\Program Files\ Common Files\Adobe\caps
           c) C:\Program Files\ Common Files\Adobe\Backup
          d) C:\Program Files(x86) \Common Files\Adobe\Adobe PCD
           e) C:\Program Files(x86)\ Common Files\Adobe\caps
           f) C:\Program Files(x86)\ Common Files\Adobe\Backup

4) Re-install the app.
