After installing Premiere Elements 10 "successfully", everything appears to be all right the first day. All the additional content shows up in the menus, just as it should. But the next day, when I enter Premiere Elements, I'm greeted with a message stating that the additional content is NOT installed, and would I like to install it? (See image below.)
I have installed and reinstalled Premiere Elements 10 at least 5 times, first from a downloaded version, and then from the multi-disc DVD version, which I purchased. I keep getting the same message.
Although there are only the most basic installation instructions printed with the DVDs, I have followed the directions for installation as stated on the Web. The Windows control panel for Programs indicates all the Adobe Premiere Elements 10 additional content is installed. If you click "Yes" in response to the Install Full Content warning, the system proceeds to UNINSTALL the additional content, since it is already installed.
I am running Windows 7 64-bit, Intel core i7 CPU, 12 Gb RAM, and gobs of storage capacity. No other programs are malfunctioning. I am not a computer novice and have used various versions of Premiere Elements from version 3 on for the past 10 years. I also have Adobe Photoshop Elements 10 and Adobe Lightroom 4.1 on my system. I'm wondering if there is some conflict with another program, perhaps something totally unrelated to Premiere Elements10. Perhaps something is triggering PE10 that causes it to lose the fact that the additional content has, in fact, been installed. Could a registry cleaner, such as CCleaner, TuneUp Utilities 2012, or some other utility be clearing some essential setting? By the way, although it shows as being installed in the Control Panel, none of the additional content is available within the program after the second day of use, even though it was there the day before. This type of error is a new one for me, and frankly, I'm stumped.
I uninstalled everything again, then reinstalled both the main program and the additional content selecting "Run as administrator", and then waited a day to see if everything was still functioning. So far, it seems to have done the trick.This issue has been affecting my use of the software for the past 3 months, so it's been very aggravating. Unfortunately, the installation instructions that come with the retail package are terrible and make no mention of this. I'll continue using the software for a few more days, and if the problem doesn't recur, I'll come back and bless this response.

They are aware of this problem. It is recognize as a bug. They are working on it and it will be corrected in a future … release

This is not something that can wait for some future release. It's a show-stopper, literally, if you can't install the software properly.
Earlier today, I started Premiere Elements 10, and it ran perfectly -- and all the additional content was there, after following the "Run as administrator" suggestion given by another user. However, I just now went back and started Premiere Elements 10 again, and was surprised to find that I was now getting the very same error message about the additional content once again!
This is all after re-installing for at least 5 or 6 times, first using a downloaded version purchased through Amazon, then purchasing the boxed retail set of multiple DVDs. I used the second and fourth DVDs since I'm running Win 7 64-bit. (You have to pick the correct DVDs for your system, another nasty complicating factor that's not clearly stated in the instructions that came with the DVDs.) In all cases, the same error eventually comes up, often the second day after installation. Obviously, something is corrupting the program at some point. But what, and how to correct it?

As I stated in my original entry, I occasionally use CCleaner and TuneUp Utilities 2012. However, if any utility can cause Premiere Elements 10 to malfunction, it's not the utility's fault. Something is out of kilter with Premiere Elements 10 that seriously needs fixing because it's certainly not ready for prime time. One comment mentions that this is a bug that Adobe is working to fix. Hopefully that fix is released soon, because software that does not install properly (and stay installed properly) should not be sold.
I tried that. It made no difference. The additional content is still installed, per Windows, but within PrEl it loses the connection to it. Even if I put the additional content DVD back in, Adobe will first UNinstall the already installed version -- in other words, it knows it's there, yet it doesn't.
The odd thing is that I've used several prior versions of Premiere Elements, including version 9, with all the other software I own installed and operating with no such similar problem. My assumption is that it must be something within Premiere Elements itself that's hanging.
I have nothing further to suggest. It may be prudent for you to contact Adobe direct or try posting in the Downloading, Installing, Setting Up forum. Make sure they know you've already tried the PRE forum - otherwise they may move your question back here.

when you say the content shows upin the menus, which menus are these. I also get the message asking me to install content.I recently purchased APE and tried to download all content but failed.I then downloaded successfully ( i think) he firs file of content .However i have found no information as to what the content actually is so I I don't know what if anything am i missing. I seem tobe able to create titles.Are these part of content?
The additional content includes such things as more than just the basic 5 titles, themes, and disc menus. Many more get installed with the additional content disc, including those for HD. When you click on any of those items in the Edit or Disc Menu categories, you should see many more categories listed than just the basic 5.

Which specific items do I click in the Edit and Disc menus. At present in Edit all are grey scaled except the top one Undo and the bottom three. Similarly under Disc the only ones in black are Generate and set menu markers.

If i press the Disc men on the right hand side i get two examples shown main menu and Scene Menu. Should there be more?
If i press Edit I get about thirty effects, and about 50 transitions and a similar number of titles. So I probaby have all the content . Do you think that is correct?
If so my only residual issue is that I am always asked if I want to download the content when I load a new project ,, but i can live with that
No, you CAN'T live with that. The software is not performing as it was meant to. In my case, I don't even have the content displayed after the second day. It's all there one day and not even listed as available the next time I use Premiere Elements. Yet, it's listed as installed in the Windows 7 Control Panel, and if I try to install it again, even with Premiere Elements 10 open, it still knows it's there and must first uninstall it before reinstalling. But Premiere Elements loses the connection to it, for some odd reason, and none of the additional content is included in the drop-down lists of themes or disc menus -- just as if it were not installed. Very weird!
My gut feel is to go with one of your comments in your original post - that something else running is trashing the registry changes. And, if Adobe are telling you it's a known bug, then it is unlikely to be fixed in the near future.

You could use one of the readily available registry monitors, or do a registry 'diff' before/after installation and see what registry entries are created. Put the changes into a .reg file and merge it each time PRE loses it.

I believe I've finally stumbled across the reason for the problem. I have another program, Tune-Up Utilities 2012, that I've used for many years. It's a sort of tool box of utilities, among which are automatic and 1-click maintenance routines that happen behind the scenes but send a small message to the screen after running.
Yesterday, I reinstalled Premiere Elements 10 still another time. All the additional content was there, as usual. I shut down the system overnight. When I turned it on this morning, everything was still recognized and present -- all the additional content.
As the morning proceeded, I was working on other tasks and I noticed the message from the 1-click maintenace routine had run. By now, I'm suspicious of everything, so I immediately re-started Premiere Elements, and lo! and behold! -- the additional content was no longer recognized.
Aha!
I then used one of the functions of Tune-Up Utilities to restore the automatic 1-click changes it had made, then re-started Premiere Elements -- all the additional content was once again recognized.
My conclusion: the registry changes made by Tune-Up Utilities caused the issue. Apparently it detects some registry entry related to Premiere Elements that it assumes incorrectly to be an error.
Needless to say, I informed the tech support at Tune-Up Utilities, and have stopped the program from running until they clarify or fix the issue.
So, it may be that is is not a Premiere Elements issue, although it still seems odd that a registry entry is that questionable.

While I steadfastly refuse to allow anything to autorun, over the years, I have noticed some similar behavior with Norton Utilities, where it always wanted to remove the Registry entries for a few Photoshop and AI files, like EPS, PSB, etc.. Being run manually, I just told it to forget about doing that, but it always wanted to do so.
