My LR 4.1 does that without any special setup.

Be careful to not move the cursor very far after clicking or the mouse wheel will revert to its scroll function.

    Win 7 OS.

Hover with your mouse pointer not over the slider but over the number. The pointer changes to a hand icon with a horizontal arrow pointing left and right. Then drag the mouse to the left or right. It's called "scrubby sliders".

BTW you can fine tune with the arrows on your keyboard, too. Just click on the number besides the slider so that it is highlighted, then us up-arrow or down-arrow on your keyboard. Shift + arrow increases/decreases in greater increments.

What type of mouse are you using and which OS?

With the track pad placing the cursor over the numbers (not the slider) and clicking and holding the clicker with your thumb allows the shifting of the numbers up or down with a finger on the track pad.

The same applies to magic mouse, position the cursor over the numbers, click and hold the mouse and drag it left or right for the numbers to go down or up.

You might want to try updating the driver for the mouse but I know nothing about those types.
