Trying to create an online proposal for the purpose of e-mailing to potential customers.

Trying to create an online proposal for the purpose of e-mailing to potential customers. Currently having to scan a hand written proposal,(blank was created by a printing store for us, layout is fine) and then sending thru Picasa,(google product) or scanning this blank proposal and editing in Picasa, and e-mailing. I am a complete novice, and trying to find out if this is achievable by a novice. thanks in advance for any advice.

This isn't the appropriate forum for this discussion. Seems to me you should go back to your print shop, they should make your template into a Microsoft Word file for you to type in. You can then send out as is, or better yet convert the Microsoft Word document into a Acrobat pdf file that you can digitally sign so that you can be sure that the proposal wasn't changed.
