I need the full version of Elements 10 not an upgrade version.

Does it require other software to be installed? If so what are the requirements? If not what is teh cost of the full product?

Upgrade and Full versions feature wise are similar.
The difference comes while installation.

If you have Upgraded version , then while installation you will prompted to enter the serial for the previous version so that we can verify that you actually purchased the previous version.
If you have Full version, then previous version serial key is of no concern.
