    Moved to the Web design forum.

    If you are on a budget you are better off contacting a web designer. If you haven't used Photoshop or Photoshop Elements or Dreamweaver, it is a very long leap to create a nice website. If you say you cannot afford a web designer, then you have not reviewed what the market offers. People are offering their design skills at different prices points in the developed world and you can find bargins in the developing world. Much better that most can be expected to do without the professional design and computer skills you need.

    If you go the third world route, you will not only be getting a good deal, but with the money you save you can eventually purchase the software and learn the skills to do it yourself.

    I don't know whether your question is about images or webdesign/web creation.  Assuming it is about web creation then WordPress may be the ideal starting point for you because it requires no software to get started.  All you need is a web browser and a valid e-mail.

    You can register for a free WP account and create your website almost immediately at this link:

    <https://en.wordpress.com/signup/>

    The purpose of getting a free account is to start the learning process for free.  Also, the site you create can easily be ported to your own domain by paying a subscription of $12 per year to WordPress guys.  You get about 10GB of disk space and unlimited web traffic.

    You can always learn Dreamweaver in tandem with your WP site.

    Hope this helps.

    It's not all about learning software. There are plenty of people that know Photoshop and Dreamweaver like the back of their hands but still can't great good looking, function websites.

    I honestly think if you're going to learn anything, learn about the design - not the software. It's just a tool at the end of the day.

    Many site owners who don't have a budget for professional photo shoots purchase stock images from Royalty Free houses:

    http://www.gettyimages.com/creativeimages/royaltyfree

    http://www.dreamstime.com/

    http://www.shutterstock.com/

    Photoshop is a terrific graphics tool for creating & manipulating images.  However I don't recommend using it as a shortcut to create HTML pages.  The HTML code generated by graphics apps is very rigid, fragile and too unstable for use on real web sites.

    I think Charles' advice is the best.  If you want to build web sites yourself, spend some time learning the fundaments first.  This will make learning to use software like Dreamweaver or Muse much easier.
