Welcome to the forum.

It should be in the Effects Tab. Look at the top of the Panel, that shows the various Effects, where you will see a query box. Type in "chroma," and it should be shown below in the thumbnails.

Note that there is no Chroma Key in the Mac version, BTW. It includes Videomerge instead.
