what are flash redraw regions ?

I am trying to optimize my iOS app so I enabled redraw regions.
I can now see squares all over my app on some buttons and other elements also there is a box drawn around the whole stage.
Nothing is changing and there isn't even an enter_frame event. So do these boxes mean that these things are being redrawn every frame ?
and if so why ? or even more broadly: what do these boxes mean ?
