How do I make and test web a page using creativecloud .

How do I upload to web host and what is the url or do I use my own

Dreamweaver is a program for authoring webpages but Adobe also has some other programs for this as well like Muse. Creative Cloud Memmbership includes some additional services that go along with it, one being hosting of 5 websites through an included service called Business Catalyst.
